The Open Schooling system at the national level has been tried out for the last more than 19 years through the Open School of CBSE (established in 1979) and the National Open School (NOS)- an autonomous organisation set up in 1989 by Deptt. Of Education, Ministry of Human Resource Development, Govt. of India . The courses - academic and vocational - were offered firstly upto Secondary and later on upto Senior Secondary/pre-degree level in Hindi/English medium only. Gradually, the demand started pouring in to extend open schooling with regional medium.

NOS bound by the provision of its MoA to provide relevant,continuing and developmental education through the OLS and having a mandate to provide consultancy, advisory role, professional and technical support to States, made a beginning in 1994 to promote "Open Schooling" in the States. As a result of such a developmental effort of the NOS, State Open Schools (SOS) in Haryana (1994), Madhya Pradesh (1995), Karnataka (1996), West Bengal (1997) and Punjab (1997)have come into being,though such schools in Andhra Pradesh and Tamil Nadu (1982) were set up in the eighties in their own form and format. Similarly, the NOS is helping Himachal Pradesh and Meghalaya in setting up State Centres for Open Schooling (SCOS). Manipur may also follow suit very soon . State Centre for Open Schooling is a mini replica of SOS. These centres are set-up as joint ventures where the respective State doesn't have the problem of medium, other than Hindi/English/Urdu and is unable to provide resources and infrastructure ( financial and human) to run SOS fully of its own.

Recognising the need to have a common forum for exchange of ideas and resources, a national body viz. National Consortium for Open Schooling (NCOS) was launched on 3rd September,1997. NCOS unit has been set up in NOS. Chairman NOS is also the Chairman of NCOS. Open Schools may be encouraged by NCOS to be established in the remaining States/UT's where the OLS has not yet been introduced or such institutions are functioning in a formal and correspondence pattern without using multi-media approach and without prevalent flexibilities of the OLS.
